Ah layering.  I love layering which is probably one of the reasons why I'm not a huge fan of warmer weather.  How can you do all of this in sweltering heat?  This outfit has three layers yet still is completely tailored because of the close-fitting blazer.  The Vivienne Westwood blouse is really the star of this outfit, and I know that I'm recommending covering it up with a sweater AND a blazer, but the mix of the blue hues is just amazing.  This blouse will be perfect to wear when it is warmer too.  Best be starting those arm exercises now.  It will be sleeveless weather before you know it.  this outfit started out as an office outfit, but morphed into casual territory with the funky accessories.  If your office is more casual, this could definitely work as an office outfit too.
